You can only finish 5 missions in the weekly practice and only 2 that give out 5 seal fragments. The missions that give out fragments count towards the 5 so you have to complete the 2 before you finish the total 5 during the week. So by the end of the week, finish 2 "s" missions and 3 normal missions.
