If you're on a new server, there's literally no reason to rush leveling up, It doesn't really get you anything. At first your power growth will fall behind but it'll eventually even out.
I stopped intentionally leveling in the 40s and just focused on sweeping elites and saving up materials/coupons.
may i know how old ur server utsuro?

if all treasures unlock at lv70 jinchuriki aswell i will stop at that level doing main plots and will focus on power.
when you say stop leveling up you mean you will get exp only from events and kakashi daily/weekly?
dont claim daily, dont claim weekly, dont wanted mission,if ur server is dying just 1 hit ninetails invasion for 25 coupons XD ( if an event give u something useful to boost ur power like charm pack when u claim daily, go get it, but dont sweep ninja exam at that week hahaha)

he can claim daily sweeping 3 main plots mission and convoy/plunder daily mission,since these are most important daily missions.and in weekly he can claim SS missions for seal fragmenrs.i used this strategy for daily/weekly missions.
Yeah claim 3 plot daily if only his main is not 5 stars yet, after that stop it haha

lvl 70 u will unlock kage treasure, u can get ninja like mei, kaze gaara, danzo, etc. Save ur seal scroll to get 2 or 3 rares from that treasure(especially mei XD).
After that go for roshi or han or both.

why did danzo tell me to get han before roshi?
is there an explanation or han is better?
i am water main and have sailor sakura too now. since with lucky board she was so cheap :)
because soon u will encounter light/water blitz team, han can counter all of that, but so slow to get high streak at sage world
