Sorry for this reply but... The only lineup a f2p or low cashing player can maybe have after 8 months of playing (if gets quite lucky in kage treasure and uses all his seal scrolls in jinchuriki treasure) is the han, roshi, mei, azure fang team.
A free to play or low cashing player will never have jonin minato, dbp hidan, hanzo or masked man in less than 1 year without getting a 10k power gap in comparison with his free to play or low cashing rivals (a gap big enough to make those ninjas useless for him in decisive bonds, that's not arena) and will surely never have King of Hell too and those lineups require to get two of them or one of them and one p2w only ninja (like itachi susano'o or hokage tsunade).

Everyone is capable of getting these types of ninjas. It's just that P2Ws are just able to get it earlier than the "average" f2p. When I quote "average", I mean there are people like myself and Benevolence who are above the norm and can save their coupons wisely. Some lineups will require less coupons than others. I.E. water blitz me
ta requires little to none coupon use but requires all coupons on power, roshi + dpb hidan depends on hidan and kill of hell/guy's turtle, etc. In respect to bond arena, the matchmaking makes it only geared to p2ws. In my opinion, the arena would be a little more accessible if it only allowed servers you typically see in your space-time + sage bracket rather than the whole region you plan in.
