A screenshot of empty plunder means nothing, even the most populous server have those moments.
You should make a video of you constantly refreshing the thing for the entire plunder period, see how many pop up over the entire duration.
Alternatively, the following numbers might show server activity:
Length of 9 tails ranking
Length of sage ranking
Cat quiz ranking
Group activity ranking
