kisame is a bad ninja because he is supposed to be a ninjutsu specialist but they made him a taijutsu ninja, his mystery does next to no damage, I would go so far as to say that debuff centered mystery like poison mist and Hanzo salamander aoe poison does more damage then kisames mystery. They made him that way because they have to sell their rippoff hokages and raikages for 1000 bucks each. in the future they are gonna release more versions of kisame and they will be op broken as hell but untill then we are stuck with kisame who's mystery doesn't even steal chakra that's being used at the moment so basically it doesn't matter if you have more initiative because you can't steam already used chakra when your opponent clicks.
