Look at Orochimaru [Konoha's traitor]
That's his mystery: he can turn dead ninjas into hokages.
But it's a non-instant, so it can be interrupted. Furthermore, the hokages aren't at "full strength" so to speak. They only gets to cast an ability the turn they are summoned (barrier/blind) and nothing thereafter. Also, he can't resurrect removed body (Mabui, Onoki etc anti-rez mystery) and cannot resurrect the same target twice (the resurrection works as a body-removal too)
As for the matching... 10-12 levels of up match is a bit far. Thou it might be "normal" if it is after some wins. Tbh, none of us know exactly what are the ranges.

The weird part is that hashirama cant do immobile firt round after the barier is up but kon ova traitor hashirama can....like lol and u kinda right but the problem is the time u fight...usually the strongest fight at the begining ao they can get that out of the way...i usually fight from 20:00 till 20:19 just intime for ninetails so its a goog time now yeah I get over 100k sometimes vut still...and they really need to fix the battle chat.
They are not the same ninja. The rezzed one does not have a mystery (i.e. manual barrier), instead he got an auto barrier like that of mei.
Thou it is the same barrier, so there is synergy between 1st hokage and traitor--you can have THREE 1st hokages in ranked battle, for example (or 6 in 3v3 fights like GNW), much fun with all them immobilizes...
