irc Sage world is divided by level first before power, right?

Anyone find this setup *? I mean, at low levels that is decent and actually works but at mid level 75-80 the power difference can range from 25K - 40K(some can even reach 60K) and considering there are only a few very high powers out there, newer servers are always getting bullied and makes later rounds of Sage world rather boring because of impossible odds.

So please tell me why they didn't decide to separate players based on power levels only to make things more fair?
