Opinion : Strongest Ninja Utakata???: There are many ninjas that can take his place, rather have someone reassuring like DP Hidan over Utakata

Reasoning : This ninja can be pulled in treasures, there should be a strict set of ninjas in the "Strongest Ninjas" list, rotating weekly, ninjas like DP Hidan, Minato, Obito, Susano'o(s) can't be pulled (for the most part.) An event like this which is something people look forward to makes you sad after when you realize the ninjas obtainable are useless. Not many people use Chiyo, Playboy sasuke is in probably 2/4 events monthly, and Sage Naruto is getting outdated.

better example : Certain ninjas are in demand or harder to obtain, make it so players will be happy and want to spend on events.

Suggestions : To replace Sage Jiraiya with Sage Naruto Fragments
