Its the concept of milking a character knowing he'll be in shops. Due to demand, and being a new character..... people will spend for him regardless...even though its only a chance. Like putting Utakata in events is just baffling to me. Sure it gives people the opportunity to 4 and 5 star him, but much like his other Jin counterparts, aside from roshi and han..... he doesn't get much gameplay outside of Arena...at least in my server. They have options to switch it up with what they decide to milk or put in events. The New clothing we saw a couple weeks ago for instance would've been great in this weeks events. That's just my 2 cent though. Looking forward to catching these Itachi frags in the wheel but that's about it.
