Okay so I've been wondering about this. I'm level 75 now and I've recently started plundering. I often see players with SS convoys going from konoha but when I go to the group base to plunder (no other plunderers were around at that time) I can't see any names come up. I've asked about this to others and they said the player might be on a much lower level than me so I can't plunder them. Is this true? and if so, what level range can I plunder?
