You do know that it requires less resources to level stuff like refinement, charms, magatamas, etc. at level 3 compared to someone who is at level 6-7. That's what he is saying. Those that have high level stuff will either wait or buy but for lower players, they can gain a lot of power from starting level 1. Not sure how you read it as people purposely slowing their experience gains for sage.
