I agree. I also think it should at least legit from a region to another.

Btw,i think it could be let also among very close ones. If I'm in server 350 going to 354 is not a revolution for 354, in the sense, to let transfers also to very close servers but with a time limitation (not more than 1 downward transfer per month and at most to a server 1 week younger).
