For rare ninjas i have mei, mifune, minato jonin, and tobirama. I could get around 34 hidan frags,200 cave key, 65 haku frag or 200 mood scrolls. I have 25075 power and am level 63. Reply

Max out your main, then decide what characters you will be using the most and upgrade them. Havingmost ninjas you use with +25% is a good idea since its only 10 moods, but from that point you need to decide what are your core ninjas and upgrade higher only those.
