Long time plunderers like me have already figured out all the possible strategies the average SS transporter would use so unless there's like an extremely important event to attend you're likely to get plundered no matter if you transport at the last possible time window or while there's matsuri/gnw/sageworld etc. Only reliable strategy is to ask for assistance otherwise chances are you get plundered :D
