Hi! I think what they meant by scaling is that Sage Naruto has an enormous amount of potential with the ability to be relevant even in the current meta. He does quite a lot of damage and is also able to divert some damage from the rest of his team. Every ninja scales with level based on their growth rate; it is really dependent on how you use it.
