Don't bother ever drawing in kage unless you want a super. I myself am over 900, and even have a super, and am still missing mifune , so you can be unlucky and don't get mei in next 500 easy. Go for roshi since he is op op, and either start saving or go for han. Once again imo going back to kage isn't worth.
