go for kage or one of the jin treasures.

go for jin if you have over 200 scrolls if not go kage

As a bit of expansion on what my groupmate up there said:

- You might already know this, but you get a rare every 60-70 Scrolls. So no matter which treasure you go for you'll get better things when you pull more. However, the rare characters in Kage Treasure and the two Jinchuriki treasures are better than the other one.

There's possibly the exception of Sage Naruto from the Sage Naruto Treasure. Though that treasure isn't worth pulling from since you can easily get Sage Naruto in events and you might get Ao (who's a common in Kage) or Traitor Orochimaru (who was nerfed in 2.0 and is now less useful)

It really depends what ninjas you have so far. If you just leveled to level 70, go for kage to start building a team. Most people who go for the jin treasure already have ninjas from kage to make a team since that treasure.

If you are new go with kage. If you have what you want from kage,go with jin. Jin is good if you could take advantage of roshi's chase.
