well, for one mei can be gotten at 60 scrolls if you re lucky and like 300 if you are unlucky. in my case, i actually got it at 10 scrolls. chances are less at jonin rank. you ll get them most at sennin rank. to counter, use lightning main, kimimaro, danzo and mifune. but as you dont want to draw, go with f2p root team. main, kimimaro, sasuke, kabuto. if you are 40k lightning root team, you are as tanky as 80k water team

i give up trying to draw mei 450 scrolls and not mei. and all people in my server got her in first or second rare. she is the best auto barrier but looks like she hate me XD anyways water me
ta is weak you can blitz it and mabui die in first round if you have more ini that team depends of chakra to work you can even use jinchuriki team with fu you put to sleep tenten in first round and they do 0 damage is easy to counter water me ta
i got her at 10 :P
