About everyone switching to SS convoy I think you completely misunderstood. I think I should have explained in more detail.

My suggestions is something like this: 3 free SS convoys with drops of 25 coupons each. You lose 5 (could be 8) coupons for getting attacked and losing. So you make maximum 75 coupons and 51 if you're really unlucky and get plundered all 3 times. Plundering 3 times still gives 150 coupons. So that's a win win situation for both those who convoy and those who plunder.

I get that still more people could switch to convoy for guaranteed 51 coupons. For that I suggested to make the convoy missions refresh for ingots only.
