All i know is a 25k power person on my server drew Ay from Kage treasure and I'm not quite sure how that was possible, unless they spent $2500 on seal scrolls
It's quite possible when you have the resources and can afford it. This guy on my server had like 18k drew Tendo on his 2nd week of playing, then he drew Hashi and susano Sasuke then quit the game 3 days after that lol
