u have to contact your bank/credit card company/paypal/whoever you used to recharge and have them get your money back. oasis will not give you it back you have to fight to get it back. thankfully the company you used will want that $6k in their accounts to make money off of so they will try and help you.

which just means that if you refund you get banned from the game, they cant legally stop you from trying to get your money back. and as they are in fact breaking chinese law by not posting drop rates in any form as required, there is a legitimate case to make that this game is using illegal business practices and that can be reason to give you your money back. legally they should have a post of forums with all the drop rates and a link to it in the game itself at minimum. so yeah the game is breaking the law, their TOS is nothing compared to that,
