But what I want to know is the way how to get free jonin medal.

Not everyone get free jonin medal by hitting lvl 51.

Why someone can't get free jonin medal at lvl 51, and others can?

Everyone gets it at 51 but it depends if they know how to activate it since it goes straight into inventory.

as i remember,only the players who meet the special requiremenrs can claim that medal.i remember small window popped up and asked if i want to activate free jonin medal for 3 days.dont know what are those special requirements.
