Let me tell you about how MMO Rng works.

The most basic RNG system, which is used in 99% of MMO's out there, works by adding or subtracting a number from the seed. As to not bother you with technicalities too much imagine that the seed is a dot slooowly traveling through your wish bar. if your wish credits catch up to that dot, you will get a level up. In your case when you were trying to enhance the dot sat at the very very end of the scale.

How is that helpful in any way? Well as I said the dot travels on the wish bar, there may be limits to where it can be in some things, however Charms, at least on low levels, do not have that limit. The dot travels between 1 and 30.
So let's say you do not want to use many charms leveling your gear, you have to come back to it, and try every now and than, but do not commit too much, do not try to level it up right now. IF you get a level up at 1 - 2 wish credits QUICK level up as many items as you can, it will last only for a short moment, in few short moments you will need 3, 4 ,5 and then it will (usually) escape further and further.

Also the seed is same for all charms, however difficulty of upgrading charms raises with level, so if you get a level of 1/30 you can be sure you will be able to very easily upgrade to level 3 in next 20 seconds, and it does mean upgrading high levels will also be easier, but it does not mean you will be able to upgrade your high level item, as the same number that means pass on level 3 may mean failed on level 6 etc.


As for spreading your charms, keep them evenly on level, except your high initiative items, this has right to be leveled higher th*l others.

It's all about the seed, all about the seed. I got all my level 2 and 3 and few 4 charms up, just with 2 - 3 charms used, until the seed escaped further away.

Every charm of the same level has the same chances of being upgraded, if you see that you are not upgrading an you are still putting charms into it it's your fault. RNG is a very flawed system, you need to use that to your advantage and spend large amounts of chars refines only when you are getting easy upgrades.

I assure you that at very least until level 5 you can get an upgrade with 1 - 3 charms used, just have to be patient and lucky to find the moment. It lasts only for some seconds, and takes hours and hours to come back. When you get the timing you can very clearly see the seed escaping, first 2 - 3 items will upgrade instantly, then they will need more and more charms used right before your eyes.

And no it is not impossible to get lucky outside of the timing, but waaaay less likely. The game is still adding or subtracting a random number from the seed, it's just that when the seed is in good place there is more numbers that result in level up.
