You have to wait a lot longer since Germany is beginning to get the hidden cloud treasure sometime in September and we usually get their updates on treasure a couple months after so it depends when the GNW treasure comes out for Germany. Most likely GNW will come next year for the global server.

The new skins is because they had an issue with copyright. They probably will add more ninja characters like rinnegan obito, rinnegan madara, six paths sasuke + naruto. They just want to add as many characters as they can to continue adding content for the game before they can't and have to end the game.

Well Jiburiru confirmed about the copyright issue when someone asked if sailor would disappear in events based on rumours on the Chinese forums. I don't why some characters had designs chances while some didn't (kakashi make-out, ino swimsuit) but maybe Tencent received allocated a certain amount time of use for certain designs especially if one design comes from a movie rather than the main series from bandai namco. In the end, does it really matter since they are still playable ninja rather than removed completely.
