Kaiser pulled for Han and with the 200 seales, he used it never got Fu. Just the bubble guy and Han so I don't think it's just Kage.
he got utakata twice and proceded to do one more 10 draw and got Fu at the 210 mark, so i think it`s working properly since everyone knew for roshi and han treasures u do 210 pulls for the super rare but since he got it on 200 on 210 he got final rare he was missing ( so still took 210 pulls to get eveything from the treasure )
