All servers have cross-server Matsuri after they reach, I think, 1 month since its opening, it's the same for Arenas and Sage, basically they give the new server a limited time for getting as strong as they can then make them compete with other servers created around the same time. There has been a lot of discussion about it being only fair for heavy spenders but well, is just the way it is.
