Shurado used to be a top tier character back in the pain meta last year but his mystery still hits insanely hard with a couple of buffs. You can pair Shurado with Fire, Danzo and SM Naruto or you could use Iruka if you don't have Naruto. Just make sure that you can buff him as much as possible because his main job is to deal damage and if he fails to do so then he's pretty useless.
