On a youtube video I saw, he was gifted away via the chieck-in option in benefit hall on the Taiwan server. China got him as well but not sure when he was gifted but I did manage to get frags of him before he stopped showing up around March.

Every new ninja you get adds to the counter for that side quest which gives out coupons for the number of ninjas you have. So i'll take as many ninjas I can.
