In terms of effectiveness Sus Sasuke and Ay are both equally * and expensive while Roshi and Han are both cost efficient and a lot better plus you can get both of them for just 420 seals. Han is probably the best tank in the game right now and Roshi is both tanky and does a *load of dmg. You could argue whether Sus Sasuke is * or not but considering how expensive he is and how lackluster his kit is it's just not worth it.
