lol what i get SS missions at a 50% rating when i looking for them, some times they're already there when i go to do convoy.

You must be unlucky, Or maybe they lower the SS mission spawn rate the high your level?

hmmm maybe they lower the drop rate on newer servers then? for balancing? idk this is just my guess
