As the leader of a clan with 35+ actives at war...i used to do what kenkitano said above.

however this worked until a top 5-6 ppls from a rival clan decided to join us.

now these guys are behind with contribution and not to mention they have max skills....cant really make someone donate if they gain nothing for a while from it. And these are like rank top 10 ppls i cant ignore in wars and cant ignore period.

So i had never ending issues...i had active mediocre ppls asking me to let them prove themselfs...had donating ppls ...is super dificult...however..as a clan leader im more of a iron hand...my rules are absolete and i try to be as fair as possible..

my current distribution sistem of packs is :
1. top 5 op ppls in clan get a pack every week if they have 5 participations
2. rest of 4 packs i distribute between other 20 top pls ...4 in 1 week ..4 in another...so evereyone gets 1 pack every 3-4 weeks.
Any of these rules can be changed if someone impresses me alot...ofc.
So far the guys have been decent about it...guess im lucky to have such team mates.

Also considered to make a pvp 1v1 tournament...and give 4 packs based on that. Taht would of been fun but some complained they cant attend them and w.e ...That is still in my mind tho. Its fun and gives ppls the feeling they deserve them too.

oh well i still think adding 1 seal scroll for everyone with 5 fights participation by System would be super good and would lead to an even more number of partcipants....imagine the wars then...
