  • SIMPLE SOLUTION: (just my openion)
    If someone get a legendary/hero pack at one GWN, block them from getting another legendary/hero pack from the next GWN, so that this person won't get the pack all the time.. so basically making a person eligible to get another legendary/hero pack 2 weeks after they get a legendary/hero pack.
It could just be the same people each war.
