• I think your best bet is to save up some coupons if you're f2p or buy a small amount of ingots and arm yourself with patience until there's an event that 100% guarantees to give you the frags. In case an event like that does come around and you spend towards him but it's still not enough to fully piece him together it'll still be a good investment cause the ninja is arguably one of the strongest in the game even if he requires a supportive character. Just be patient and spend wisely that's the best tip I can give you.
  
  Also just a little side note. One of my mates in my merge farmed tendo for like 9 months and when he finally pieced him together the Bis ans Limit thing came out and at the time he must've had around 400 pulls in the Tendo** treasure because he pulled Tendo from there shortly after and now he's an f2p with a 4 starred tendo + some extra frags lol.
