Kage treasure ninjas outperform any other ninja in the game but Roshi, Han are still pretty strong and they drop at fixed 210 seals. Since Mei is a must have I suggest you make sure you pull for her before you move on to jinchuriki. Also don't even bother with the Edo Tensei treasure it's absolute garbage.
