Well, to paraphrase and not completely copy the text point by point:

New items introduced: convoy ticket and plunder ticket (excuse the non-literal translation, but as long as they do what they do, it's fine, right?)

Convoy: 1 free SS convoy per day, extra cost either a convoy ticket or 6* ingot
Success gives 40** coupon, failure 25**, can only be attempted plundered twice (it says changed from thrice, not sure if we have a thrice limit but... apparently there should be one?)
Successful S or A convoy might reward a convoy ticket

Plunder: top 100 ranked battle player have one free SS plunder chance, extra cost either a plunder ticket or 10* ingot
Success gives 50**, failure gives nil. It says that in case the chance is bought by ingot, a plunder ticket will be refunded in case of failure. It seems, however, ticket themselves are not refunded if you fail if you used that to begin with.
Successfully plundering a S or A convoy might give you a plunder ticket

Player may convoy and/or plunder a total of 3 times. So that's 3 plunder, 2 plunder 1 convoy, 1 plunder 2 convoy or 3 convoys.

*price might vary, but as long as there is a number, I'm going to copy it

thanks a lot, I found in others Chinese forums some info and they said the same thing as you mentioned (a little less info than you, but the same), and they even said than those plunder ticket drop more frequently from plundering A convoys than S convoys
(IMO it's a lot worse than our plunder/convoy system)
