masked obito is a utility ninja which specializes in anti blitz and anti root fighting, hes a strong ninja all around for when hes reelased, though hes quickly superceded for what he does

jonin minato is a very heavy damage ninja, hes also got nice dodges

they do different things and are used in different ways, saying one is strictly better then the other is hard, however if you want a more versatile ninja, masked obito wins out, but this doesnt mean in any regards that jonin minato is weaker

jonin minato is viable without high power, its just about how you use him, dont expect him to one shot
