They will never let you know anything in advance in general (at most a day). They don't want you to make sane choices about what to spend on and what is to come, because if they did no one would blindly recharge for it. They most likely want people to buy them up before the much cheaper (so I hear) system of using dango alone for it takes into effect.
Also tactic pages drop along with daily missions rewards in the future so I never buy those.

Well it looks like its working for them. If you can't change OAS, then you have to change. Change how you are going to continue playing and do research on other servers that are ahead of ours. However, you can thank the whales for the reason they are continuing this business strategy. -
