Maybe the level 40 division is bugged in some way, I have no means of testing that as my server simply does not have level 40 players.

That being said, what I can test is using player in L70 - 80 range as a leader, which puts me in L70-80 ranking as a 80+ player.

So either level 40 is bugged, or you are telling nonsense.
