Although I can't provide you some decent formations based on your current ninjas that I would proud to recommend, I can give you advice to help you out. Try and spend all your seal scrolls on the kage treasure and hope you get some of the following rare ninjas (killer bee, darui, danzo, chojuro, mifune).

While spending on this treasure, you'll end up getting common ninjas that can help you out like mabui, torune, ao, kurotsuhci, and akatsuchi.
