It takes 57 points for each frag of Utakata and it takes 80 frags to recruit him. This means it costs a total of 4560 points and you get 1050 free from completing the dailies for Mission General Mobilization event.

Therefore, there would be 3510 points left that you would still need to obtain. Making the cost to be around 7020 coupons/ingots.
