u have to pull from kage treasure for sasuke, its anywhere from 800-1200 seal scrolls per super rare with a 50/50 chance to get either super rare, itachi can be pulled as fragments from kage,edo and jinchuriki treasures, 1-2 frag per 60 pulls in kage/jin, 1-2 frags per 30pulls from edo.

150k ingots per kage super rare, so 300k to get sasuke if hes ur 2nd super rare
300k ingots for itachi if u pull from edo treasure alone, double that if u pull only from kage treasure
