She is good for those who don't have Sailor Sakura (like me) and is more or less better than normal sakura in my eyes since you don't have to breakthrough her to be able to get rid of debuffs when she heals.

However, place her at the last position only makes GNW Sakura slightly better, this way you get to keep the katsuyu to heal at the end of the round. Which is what you want anyways otherwise the katsuyu would just die from any aoe mystery.
