1 . u lack of power to use roshi
2. u didnt have the lineup yet to use him
3. current roshi only works with certain ninja only
4. he will bet buffed in the future but dunno when
1. My power is not weak. It is at 70k
2. I have the DPB Hidan, Bee, Roshi, Light Main lineup
3. It works with that team.
