just wait till 10 seal scrolls and keep drawing 10 if you do it enough times you'll pass those horrible drops like karin .-. so yeah just wait i know the though of pulling 1 ninja with that 1 scroll has you dying but trust me its worth it

Until you get to high levels, don't spend Seal Scrolls at all. Focus more on the ninja you can get from Elite Instances for a while. Some of them are pretty solid characters.

This type of mindset helped me save up a good amount of seals scrolls once I got to Kage Treasure, allowing me to get a couple rare characters immediately when it first came out.

If you are below lvl 70, DON'T SPEND SEALS SCROLLS AND SAVE FOR KAGE TREASURE. Like what Dosu said, you'll pull solid common and rare characters. Kage treasure will help you build a decent team. If you go online everyday for about a month and half, you should have be lvl 70 and have access to kage.

In most treasures (excluding Jin and Edo Treasures), you get a common for every 10 seal scrolls you use and a rare for every 60 scrolls you use. You can pull 1 by 1, pull 10, or pull 60 at one go and still get a character.
