It is possible. Ive even heard of people getting him within 30-50. In most cases, not all, if he isn't your first he will most likely be your third. I'm basing this off of friends pulls, myself in the past as well as youtubers pulls. Keep your fingers crossed though. Theres always a chance of him not being your first and being your second rare!
