[ PVP ] Minato Flying Raijin Slash?

After comparing the skill description between EN and CN versions of Hokage Minato's Flying Raijin Slash, I noticed a difference with the self buffs Minato provides for himself.
If you look at the EN version, then you can see his combo rate buff (连击率) is placed to the 'Hero of Konoha' passive, while in the CN version it's placed to the Flying Raijin Slash as a 12% buff. However, he also buffs 9% attack damage (攻击) according to the CN version.

Does this mean Hokage Minato will be buffed in the near future (3.0 patch or something?) or did EN get a nerfed version?

Just asking to quench my curiosity and confusion...

    so ,no matter whether you have or not , you wont use him in battle
I'm aware that Jonin Minato has more utility in the form of interruption from his Mystery and chase capability, but that version of Minato also has the same 'supposed' self-buff that Hokage Minato has according to CN version.

My question is if Hokage Minato is supposed to be lacking the attack buff in EN version.

If you mean the different versions of Minato explain why Hokage Minato doesn't have the attack buff as opposed to Jonin Minato, then it still doesn't make sense. CN version has both versions of Minato with the 12% combo rate and 9% attack buff according to the CN combo simulator and this simulator is updated regularly to my understanding.

If you mean the different versions of EN and CN Hokage Minato then it can't be helped.. but I thought we were following CN version updates and what not :x
