I am in the same predicament. I will also have 20k ingots and i was originally going to go after Hidan as i only need another 21 frags for him. But the main reason i topped up Plat for 7 days is for 4* minato as i will be able to 4* him on day 7. (Yay!)

I decided in the end that im going to save all my ingots and coupons for a better ninja. Hidan costs a fortune in this time limited recruitment event so even 21 frags im looking at 5k roughly. I thought about going after Roshi too but im wind Main and he isn't really useful to me. The only reason i wanted C. Hidan is for his tag combining with Minato and Konan.

Therefore, as there is no real value for our dollar in this set of events, i recommend that you do as i am doing. Stack those refines for the next time we get the limtied refine event, and save those coupons and Ingots for either spending events, or for a new ninja later on.
