Remember its not distributing based off of server population, but the population that is "registered" for distribution. Therefore, its a matter of who is showing up to register then. Some people just dont like sage and have chosen not to attend, and others just cant attend at the time the event is on to play the event. After removing those two groups of people u get the die hards that like pvp and are always registering and most of this population is ranked towards the top end of bp in most servers. So for the most part the game is just doing the best with what its given.
