I didn't get Mei until after 700~ seal scrolls and my first Darui was at 1600~, legit almost pulled both Ay and Susano Sasuke before seeing Darui so yeah, your mileage can definitely vary if you get bad RNG.

I did get a ton of Danzo and Mifune dupes, though.
