This is pretty much why I'm trying to level up as slow as possible, even completely avoiding Wanted Missions. When I was lvl 77 the cross server sage was pretty competitive, I got to 78/79 and everyone was 10k+ more power than me. They should have only implemented cross server sage war if your server didn't have enough participants to start.
